讲座简介：

To overcome key challenges in environmental policy evaluation we use machine learning based weather normalisation techniques to strip out the effect of weather on air pollution estimates. Combined with Augmented Synthetic Control Methods (ASCM) we provide a causal estimate of the impacts of a series of air pollution control interventions around the world, including the London Ultra Low Emission Zone and Birmingham Clean Air Zone in the UK, the Clean Winter Heating Program and the Central Environmental Inspection Policy in China. Comparisons with Difference-in-Difference estimations show the importance of both weather normalising and using an ASCM approach, particularly in the absence of parallel pre-trends.

主讲人简介：

刘博文，英国伯明翰大学管理系工业经济学助理教授。2022年，获得伯明翰大学经济学博士学位。他的研究领域是环境经济学和气候变化经济学。曾在Science Advances、Environmental Science & Technology、Environmental and Resource Economics、EST Letters、Geophysical Research Letters等期刊上发表文章。他的研究被英国广播公司、每日邮报、雅虎英国、每日科学等世界领先媒体报道，他的成果得到了UKRI自然环境研究委员会、维康信托基金和英格兰研究院政策支持基金等机构的资助。
